Military Training Commission

The Military Training Commission was established by Chapter 566 of the Laws of 1916, to provide military and disciplinary training to boys in order to "more thoroughly and comprehensively" prepare them for "the duties and obligations of citizenship." The commission was composed of three members, all of whom served without compensation for a term of four years: the major general commanding the National Guard ex officio (as chairman); one member appointed by the Board of Regents (in practice this appointee was the Commissioner of Education); and one member appointed by the governor.

Defense Council, New York State

The State Defense Council was created by Chapter 369 of the Laws of 1917. Its responsibilities included making "all investigations and plans for efficient coordination and cooperation of the military, industrial, agricultural and commercial resources of the state in time of war". It was charged with the "creation of relations which render possible immediate concentration and utilization of state resources for military purposes".

Records Relating to World War I

Despite prewar division over the nation's involvement in the First World War, New York State's residents and its government rallied in support of the war effort following the official declaration of war in April of 1917. More than a half-million state residents eventually served in the military, the largest state contingent in the nation. The State Defense Council was created in 1917 to coordinate mobilization of the state's military, industrial, agricultural, and commercial resources.
