Moreland Commission on Utility Storm Preparation and Response

In 2011 and 2012, hurricanes and tropical storms caused widespread damage and lasting electrical power outages in large portions of the state. In 2012, under the Moreland Act, Governor Andrew Cuomo appointed a ten-member Moreland Commission on Utility Storm Preparation and Response by Executive Order No. 75 (November 13). The commission was co-chaired by former Attorney General Robert Abrams and Department of Financial Services Superintendent Benjamin Lawsky.

The Moreland Commission on Utility Storm Preparation and Response was created to investigate the response, preparation, and management of New York's electric power utility companies with respect to several major storms that had affected the State, including Hurricane Sandy (2012), Hurricane Irene (2011), and Tropical Storm Lee (2011). It was also charged with making specific recommendations for reforming and modernizing the oversight, regulation, and management of electric power delivery services.
