Temporary Salary Standardization Board

The Temporary Salary Standardization Board was appointed by Governor Herbert H. Lehman (L. 1937, Ch. 859). It was charged with reviewing the State of New York's salary plan "in light of salaries paid in private companies and agencies and in other governmental jurisdictions" (Survey Report of the Salary Standardization Board). Throughout its existence, the Board gathered comparable salary data for the different positions filled by approximately 52,500 State employees during the 1940s. To accomplish its work, the Board conducted a salary survey of New York State and government agencies in other states (California, Connecticut, Illinois, Massachusetts, Michigan, New Jersey, Ohio, and Pennsylvania) and the private sector (banks, insurance companies, department stores, hospitals, and manufacturing establishments), and compared job descriptions with corresponding salary figures in both the public and private sectors. The Board was empowered to review and allocate salary grade levels to New York State employees, and its decisions were subject to final approval by the Director of the Budget.
