Human Rights Appeal Board, New York State

Records in the State Archives: New York State Human Rights Appeal Board

History

This board was created by Chapter 958, Laws of 1968 (Executive Law, Art. 15, section 297-a) as the Human Rights Review Board in connection with the revision of the State Human Rights Agency in that year. The board reviewed and heard appeals from decisions and orders of the Division of Human Rights and its commissioner. An appeal could be taken by any party to the proceedings. The name was changed by Chapter 368, Laws of 1969 to State Human Rights Appeal Board. Chapter 675, Laws of 1971 further amended the statute to reduce the membership of the board to four, to provide that appeal hearings shall be held by one member of the board and that a majority of the board shall determine the decision. Chapter 334, Laws of 1975 changed the composition of the board to a chairman and three members appointed by the Governor with the consent of the Senate, not more than two of whom from the same political party. The Board was abolished in 1984 (Chapter 83).
